Cummings: The "intent' of the military involves more than kicking butt in places like Grenada. John Wayne is dead; the Cold War is over (hint: the good guys won). Many people have criticized the Clinton administration in this regard, throwing around the term "nation-building." If safeguarding the world from tyranny = "nation-building," then I'm all for it. I would also point out that the motto of the Strategic Air Command is "Peace is Our Profession." Emphasis on the word "peace."
