Flap nation building should be done by a trained group of people. The police and military are trained entirely in a different manner. To confuse soldiers by telling them they can have no bullets in their weapons and to attempt to sissify them into being milk carriers is an offense to them.
Create a unit of nation builders and let all the tree huggers and peace nicks join up to serve.
