"Let us in" can be heard by an obviously frazzled lightweight public offical as "Let us in and listen to our concerns about how you are going to do the job on every ballot and, oh, by the way, we know where you live". Sorry to get dramatic, but I have been in labor negotiations which were of a similar, if less momentous, atmosphere. Intimidation can come in many forms and people charged with an unbiased neutral task need to be secluded from it to the greatest extent possible. I don't know if Miami/Dade handled all this very well, but I can sure feel their predicament.
