Florida law allows a candidate to have a hand re-count if requested within a certain amount of days. Those re-counts have largely not been included. To deny the rest of the re-counts would also be a "bending of the rules". Gore also has a right to contest now, which he is doing. The law is on his side. But the deadline and the partidsan Secretary of State obstructed the process.
