Well, I could not find the statute in its entirety, but the part quoted seems irrelevant. The Republicans were not filing the application for the voters. They were correcting a technical defect. Had the ballots been printed properly, the ID numbers would have appeared on the applications before they were sent, as they did on the Democratic applications. But we shall see how it plays.......
