Legally, could the legislature split up the electorates?

Someone suggested yesterday that it would theoretically be possible for them to pass a law prior in advance allowing them to split up the electorates... IYO, is there any legal basis for this possibility?

Nice post. It is funny though. I am reminded of that scene in Jurassic Park...y'know..., "life will find a way."

It seems that our selfish human nature has found a way to overcome the genius of our founding fathers. By replacing the "man" with the political party, it seems we are trying to recreate exactly the type of situation we were trying to avoid. Perhaps it is like running water, you can divert it for a time but eventually it will eat through just about anything...
