How can Bush tell the SOS of Florida what to do? Or even the Governor, for that matter? I know how far my brother would get if it were me.

Bush can't tell the SOS what to do, but it is fairly well-known that she wants an ambassadorship, and is certainly smart enough figure out that Bush has to be elected before he can appoint any ambassadors. Plus, it certainly wouldn't hurt to be seen as instrumental in his victory. Unfortunately for Ms. Harris, her role in this whole thing and the subsequent bad publicity has probably made it impossible for W to appoint her to anything.

As for you and your brother, congratulations on being an ethical person. But just what does that have to do with the Governor of Florida, the SOS and the appearance of impropriety?
