If you want to use the Bush/Cheney/Baker misinformation than you would come to conclusion that the answer is no. If you look at accurate information the answer is yes. Apples to Apples, Oranges to Oranges or the fruit du jour may be. The fact is that optically scanned counties have a more accurate count, so they make a better representation of how many people didn't actually vote. It isn't apples to oranges, it's a better apple to an apple.
