Merit pay is a sham. Only those with the "right attitude" toward management get merit raises. If management wishes to reward high achievers with bonuses above and beyond the negotiated union contract, that is fine. Every company gets the union and employees it has. If a company has too many deadbeats in its workforce and is always at odds with the union, then management needs to take a close look at the guys in the ties instead of blaming the common working man.

Main problem I have seen over the years is that management sends managers into the fray with no training in human relations. It's amazing how many people earn top dollar and don't have a clue as to how to motivate people. Many even lack the elementary skills of being able to listen.
