Just what I said - where do you see in there the manual recount is REQUIRED. Its 1 of 3 OPTIONS.

The statute clearly gives the canvassing board discretion. Gore's claimed right to a hand count is another Gore LIE. It does NOT give a RIGHT to a recount.
