You see, Doc, the reason why Gore asked for hand recounts in Palm Beach, Volusia, Miami-Dade and Broward is because they all use the punch-card systems where there are greater error rates, i.e., more undervotes, i.e., votes which never got counted. The GOPwinger PR war has Gore asking in these counties only due to the Democratic registration. This may well be a part of it, but the greater part of it is the undervote where votes didn't get counted. Had Volusia, Broward and Palm Beach, in their respective counting, had the undervote tabulation from the optical scanners as background, they would have counted more of the dimpled votes in Gore's behalf. But you've got to remember, every sixth ballot in those recounts were objected to by the Bush Campaign strategy thereby making counting anything difficult.
