cert is a writ of certioari. When you try to get the Supreme Court to take a case the formal name of the piece of paper you file is a "petition for a writ of certiorari" .... Latin for "Oh great Supreme Court, please please take my case." (Or maybe it means, "Clarence, wassup?", it's been awhile since I took Constitutional law).

When the Supreme Court "grants cert", they grant your writ of certiorari, or, in plain English, they let you in the front door.

It takes four Justices to agree to take a case, but five to win the case.
