Jim, Bush will appoint a new Secretary of the Interior. He will appoint a new EPA administrator. He comes from the oil industry. Congress is run by right wing Republicans. Where do you see the checks and balances coming from? There are no environmental checks or balances left in the system after Bush takes over. Reagan was damn lucky he had a Democratic Congress to stop James Watt and Ann Burford from destroying 20 years of environmental progress. The polar ice caps are melting. The Russian whaling fleet is reassembling. Where is environmental leadership going to come from?
