Tide than you are missing something and I would strongly urge you to study, my previous post.

On the subject of voting machines the issue is on the table, but you understand that as long as the existing infrastructure is in play, then politicians with the organization and motivation can do a Daly in their particular area, hence there will be considerable inertia in certain counties where the control unit is familiar with the apparatus and uses it accordingly.

Suggest an ATM type voting machine which ties every voter to a bar code and prints a receipt. This type of system would be used in realtime, and could be issued to every voter by an agency of the national government, hence a move to direct democracy could be undertaken.

Insiders fear this move, but I would suggest that after the initial reshuffling of the electoral deck, coallitions and the end of minority rule, would become a reality.

Who would pay for these new machines that are used once a year?
