Do you think you could get all 50 states to agree on these standardizations? I don't, because there is nothing in the law that requires it. If you could keep this in the public eye for a long time you might succeed via public opinion. The attention span of the public is not very long IMHO. There are some Federal Election laws but in general the States have Constitutional authority (10th Amendment) to run elections as they see fit.
