Does this agreement mean SPINCO can provide GSM-WCDMA mode ASIC now? Or SPINCO still need to deal with other GSM players?

Look like QCOM just add one more competition to its chip business. Can TI sell its future CDMA chips to other companies? TI is a supplier of NOK's GSM phone chip business.
