You've made a deduction from an assumption, not from known facts. The reason I offered the Miami-Dade example to you is that I believe the Democratic Party-controlled canvassing board there stopped when it became clear to them that they were NOT going to find an appreciable number of new Gore votes, and worse, they might find more Bush votes.
