My husband has a good solution, I think. He says that everything north of Virginia, and west to Minnesota, should become the new USA. California, Oregon and Washington should become the nation of Ecotopia, ruled by Ralph Nader. The rest of the USA should become the Federal States of America. Not sure about Hawaii, but Alaska should definitely be part of the Federal States of America.
