I didn't realize until shortly ago that taxes weren't withheld until the later 50's or somewhere in there. If everyone still had to sit down quarterly and right a check from their account I doubt that people would have allowed the system to get this out of control. Once it started coming out of their check before they touched it people lost track as they only look at their take home pay.
