I think that Congress ought to consider a bill that calls for matching federal grants to those states that adopt a voting system that is nationally-standardized.

I heard on CNN the other day that such a bill is currently being written and is expected to be brought up quickly in the new session. I don't think it regulates the voting equipment, since elections are under local control, but it offers grants for upgrading the equipment. Senator Breaux is on the lookout for bills with bipartisan support, and I think this one just about heads the list.
