how a undervote rate in heavily democratic areas statewide
would not produce a different result if examined by handcount to include ballots where voter intent was clear.
with a margin of victory of 500 votes for bush,
and an undervote count of tens of thousands, specifically
weighted in black precincts which voted 94% for gore?
