Dan, I don't think Bush is devious enough that he would have even thought of trying to count ballots with the chad intact.

Of course the whole state should have been recounted. But I don't think one candidate is allowed to ask for that during the protest phase. What's unusual in this case is, generally it's not known beforehand which candidate will benefit from a recount. So if one asks, both ask, and it's ordered. Here both sides knew recounts would benefit Gore due to the enormous numbers of undervotes in Democratic areas. I think throwing out 3% or 5% or 9% of your ballots is definitely irregular, not part of the normal error rate of the machines. Had there been any party impartially interested in who actually won the election, a full recount, or at least a full manual count of the whole state's undervote, would have been ordered.
