At the time, it was widely reported that the votes in Miami-Dade recount were starting to break towards Bush. I don't know if you saw the testimony before Judge Sauls of the Republican lawyer who was watching the Miami-Dade recount - he is a lifelong resident of Miami, and has been involved in elections for many years. He said that in Miami-Dade, the recounts started with Precinct 1, and were continuing in numerical order towards, I believe, Precinct 627. The low numbered precincts are to the North and East and are mostly black, and voted 90-10 for Gore. Then as the numbers go South, they become more Hispanic, then as they swing West, become more white, and the North West ones are almost all white. So the further along the manual recount went, the fewer votes for Gore and the more for Bush.

Latest New Yorker has a piece about this saying that basically the media are why they called off the recount. According the NYer, they were going to find the ballots the machines hadn't recorded by running them all through the machines again. But the machines are in tiny room with windows for observation but no sound and no ability for reporters to physically observe. The reporters went nuts, threatening to sue, and the board then realized they couldn't move the machines, get set up to do the recount, and recount in the time required. So the media and threat of media lawsuit might have scuttled the recount. If so, good job "liberal media"!
