You simply don't understand the law Ellen. This eventuality has never happened before, and it is not intended, as I say. This, what we see Gore seeking, is not fully in line with the law you cite at all, and to some small extent that it may appear to be, and has allowed this to happen, it was still never intended to allow the giving of territorial counting advantages to anyone.

Intent is indeed key, if you are the Fla. State legislature which wrote the law, for instance. If you imagine the legislature planned for this with some glee, perhaps thinking offering such possibilities would make things more fun, you'll be surprised to read the state congressional records from when these laws were created, I'm sure.

And This is just the point. Merely becuase the system can be intrepreted in a way that was never contemplated, doesn't make Gore's sought booty either legal or constitutional. Especially at this late date.
