You may be right that it wasn't intended. However, it is legal. Bush could have, if he chose, requested recounts in individual counties too. He didn't. Gore did. You may not like that these recounts were requested, but they are perfectly legal. Basically, it more and more sounds like many are just mad that Gore requested them and are rationalizing why they think it was wrong. Why is there no equal indignation on your part that Bush bullied so many canvassing boards into re-addressing and re-counting absentee ballots? That is exactly what you argue against. Bush cherry-picked those.
