Assume the following scenario:

FL legislature appoints R. electors
FL SC gets recounts and order FL SOS to appoint D. electors
US House of Rep. chooses R. electors
US Senate choose D. electors
FL Chief Executive chooses the final electors

Whats going to happen in between? Several things are unclear, one of which is if Gore can cast the deciding Senate vote. There can be all sorts of problems along the road to the ultimate decision. All this stuff is untested, and subject to interpretation by all branches of government at any point in the process.

It's just plain strange.
