Dan,

You just lost me again. In what way has Bush taken a higher road than Gore? Both Bush and Gore decided very quickly that recounts would benefit Gore (usually, it's not clear beforehand who will benefit, and most recounts confirm the original winner).

Bush and the GOP therefore set out to prevent them, and Gore and the Democrats set out to get them.

The GOP began yelling that recounts are impossible! unheard of! subjective! mind-reading!

The Democrats began suing for recounts. I don't believe (correct me if I'm wrong) that Gore could have sued for a statewide recount. And they began pressuring the canvassing boards to count the votes their way.

Katherine Harris began yelling Time! 7 days is absolute! Stop the Clock!

Now, in what way did the GOP take a higher road than the Democrats? You'll have to explain this to me.

Just for reference, in most close elections the controlling authority authorizes recounts, including manual recounts, when there is a compelling reason to believe that they might change the results for the election. Like for example, the undervote is 100 times bigger than the margin of victory.
