1. The manual recounts in Texas have to be agreed upon by both parties.
2. There are Statewide standards for manual recounts.
3. Gore's offer to manually recount ALL of the Florida ballots was simply PR. The deadline had past and even Al Gore can't write new law!
4. If Al Gore had really wanted "all the votes counted"...then he should have asked for a statewide recount.

and last but not least

5. Gore had special "recount teams" on the ground in Florida the day after the election. They used the supposed problem with the butterfly ballot as an excuse to ask for a recount...then dropped it like a hot potato once they got what they wanted.

Yeah, I agree. About as important as the fact that there is such a law in Texas, i.e., not important at all.

I know what Gore has sought from the get go, and still seeks from the system. It does not resemble his relatively fair "offer." His undeliverable offer can't make up for the unfairness he and his lawyers have consistently sought...unconstitutional territorial advantages.

I suppose you didn't notice Boise trying to convince the FSC why we SHOULDN'T count all the counties. Of course, he was doing this prominently in Saul's court too. Of course, Gore sought biased countings from the 8th on. His one undeliverable offer flies in the face of his actions.
