ONLY SOLUTION IN FL: prescription for statistical test

very complicated layout, fraught with inexact aspects

you have 67 counties and each has undervoted ballots
every ballot must be examined by both Dem and Repub person
each person provides a final tally per precinct
that provides balance within each precinct
(anyone who thinks each paired tally is identical belongs in an idealistic mental institution)

one dimension is the county
nested within the county are the precincts
second dimension is the two examiners

you have a nested two-way layout for Analysis of Variance (ANOVA)
but with Random Effects from examiners

Hypothesis: Bush won more votes

produces a statistical F-test
I have hated random effect ANOVA for two decades
they are too complicated and uncertain
the method is used when different industrial machines produce widgets

at least you have some control over uncertainty
yet zero legal precedent

hire me, same rate as Boies, and worth twice as much
