Candidates may request recounts. Gore requested recounts in some counties, and in particular counties where it made sense for him to request recounts. That is his right, even his responsibility as the candidate representing the views of many people.

Bush didn't request any recounts, and it could cost him the election. It certainly has cost him any chance he might have had of being perceived by more than half the country as the legitimate winner of the election. But then Bush is rarely accused of being particularly bright. Bush wasn't being noble, he was being stupid.
