I also heard anecdotes form both sides about this issue. One from a military person who said they recieved two ballots. The other from a woman in Israel who said she recieved two ballots.

They did not "doctor" absentee ballots...they added a voter registration number to the APPLICATION for an absentee ballot...a number which was printed on the Dems applications but due to a printing error was left off of the Republican applications....
