Miami quit because they didn't have time to finish the recount before certification and because of DeLay's hooligan's intimidation. Certification occurred, Gore contested the election making the argument that many votes were not counted. Gore won in the Florida S.Ct. The decision of Miami-dade to stop counting prior to certification was not overturned by the Florida courts, although Gore did ask the courts to force them to start recounting. The issues are separate in the facts and law. If you cannot separate them you at a loss because this situation has become too complex for you to understand.
