Kevin--Not so much in defiance of the laws of statistical probability as one might suppose. Regardless of the county being counted Gore drew heavy support from the more aged population. They were doing by all accounts the worst job of filling out ballots. Though the county might be heavily Republican the older residents messing up the ballots were Democrats. It would seem in Gore's best interest to ask for recounts regardless of the area.

I think the statistics would predict the Gore always gaining phenomena better if more variables were entered into the equation. A big variable might be stupidity. Just as we've seen statistics showing that there was higher murder rated in Gore counties than Bush voting counties, I think you'd also see a higher rate of illiteracy, as this goes hand in hand with welfare and other govt. handout programs.
Results. Stupid people go in, don't or can't read the instructions that tell them to be sure and make sure there chads are clearly punched out. These stupid people tend to be lower class, and therefor support Gore in larger percentages, so he get's more of these hand count votes.

You could also attribute some of the sloppy ballot punching to lack of discipline, laziness, unwillingness or inability to follow even the simplest of instructions. A lot of things like this can be attributed to growing up without any discipline, because of being in broken homes, or practically non-existent homes, with parents that only worry about when the next govt. handout check will come, and not if their kids can read, or have jobs, or are out getting some other kid pregnant.
There's a great irony that the poor education, and lack of social responsibilty that the democrats big social spending has helped create and foster, has in fact kept their guy from winning the presidency.(so far)
