The article was quoting a Shanghai analyst (named Add Snightder) about China Unicom's parent is going to announce a 12 China's provinces and cities CDMA networks by the end of December.

How many subscribers networks are still unknown? Though did mention China Unicom currently operates in China's 12 provinces and cities with 12 million subscribers. It is also not sure about these planned 12 provinces and cities CDMA networks' locations will be similar to the current GSM networks'.
