CA, My thoughts exactly. I liken it to a change in applicable tax rates. An administrative change marginally impacting revenues going forward. Great FUD fodder, though.

If this is correct, then it should have been the lead paragraph in the QCOM press release. We'll see MegaFUD from this, and QCOM will be playing catch up.
