I have read that, just like here in CA, those ballots com with instructions to check for and remove any partially detached chads. What's wrong with that as a standard. No clean, clear hole, no vote.

Your answer was very non-responsive just further proves Robert's point. I'll answer: You can't guess voters intent. Here a possible solution, have two different groups do the recount in each precinct without any disclosure. After the duplicate recounts if the votes don't match each other, throw out the precincts undercount votes. If as you guys say it's easy to determine voter intent there should be 100% match.
