Then those would not be undervotes in the first place. The machine would detect light with such a clear hole and tabulate the vote.

A ballot with a partially punched hole - hole punched but still partially hanging - may not be read by the machine but is still an obvious indication that the selection was made.

This is NOT rocket science!
