First and easiest: Take the vote-counting function OUT of the precincts and local offices where fabrication is most likely. Hook each booth up to a secure line over the www that leads right to the state capitol. Allow both parties their team of technicians and analysts to watch the process. Publish the updated totals in real time, eliminating the media monopoly on the news. Automatically verify all vote totals against the # of legitimately registered voters in each precinct, putting a freeze on any precinct that shows up with an excess of voters. Finally, issue a picture ID to all who register. They MUST prove citizenship and residency in a precinct before they can cast a vote. They MUST have the picture ID at the polling place to vote.

Eliminate ALL mall-voting and early voting.

The question of literacy tests will require more debate, because there is opposition from the vast population of illiterates in America. But the greatest folly in American history was adopting the concept that they are invalid, just because some political machines used them to manipulate. If you can't read at the 6th grade level, it is DANGEROUS TO YOUR COMMUNITY to let you confer power...

Exactly, teach them young and teach them right...how hard is that? We teach them to drive a car, teach them how to vote.

After school, senior citizens, and those who've never voted in a booth before could learn the proper procedure as well.
