The deficient ballots, of course.

I posted an article the other day about chads and how they aren't as fragile as one would think. My point is, included in that article was data on the construction of the ballot - paper, weight, etc. They also don't seem as fragile as I think they may be considered to be. Not sure exactly what you mean by 'deficient ballots' though - whether you mean they are physically damaged or haven't been marked with a clearly discernible choice. In either case, I agree, those could not be counted.
