Excellent points. If the action of the Florida Legislature is nugatory, then why all the screaming and hollering? Two possible reasons, one which you didn't mention, that a panel of Gore voters could be certified by the Florida Supreme Court, either by throwing out the Seminole and Martin absentee ballots, or if the Supremes remand for a recount. The second reason, the one you suggest, is that they are hoping to completely disenfranchise Florida and Gore wins by default. So much for counting "all the votes."
