Who pays 17% on a credit card anymore?

I think I'm at 16.9% on discover and even more on Visa. Of course I never carry a balance so I could care less about rates....

But IMVHO, most than run up big debt don't even know how the interest rates affect them. To get into debt, you have to know what you're doing, or be "hoping" for a better time. Those of us that know, either pay monthy or look for good deals. The others, they just take who gives them the biggest account minimum....
