No, it wasn't. It was 7-2 for reversal, but Breyer wanted to give FSC a third try and Souter (or was it Brennen) wanted to extend the Florida drop dead date.

Edit: Ooooooh, I see you edited your post somewhat--is that a sort of Florida thing. :))
