Yes, but they also counted ballots in which more than one candidate was selected for President. If the ballots had Gore and someone else selected for President, it was counted as a vote for Gore. They needed to come up with a number of new votes for Gore, and dimpled chads were not doing the trick.

In Central Florida we use an optical scanner to read darkened circles on a paper ballot, so this sort of chad "mischief" can't happen here. If the democrat counties upgrade to an optical scanner system, they will lose the ability to manipulate votes in future elections.
