Gore wanted to make sure it went only his way. Well in doing that, he assured his loss at the USSC. As many people stated, including many Democrats, that the only real way to assure against this very thing, was to recount statewide, all 6 million votes, to a single standard prevalent before the election. A standard that would definitely hold up was the one from Palm Beach from the 1990 decision, the two corner rule. Using this standard, it was doubtful for a Gore win. But, it was the only way to have a recount in which a clear majority would think was fair and pass USSC muster. And the time to do it was in the contest phase (which would allow the courts to enforce that standard statewide), which would give enough time after November 14 to make it happen. The rules were clear before the election. Because Al Gore tried to change the rules to assure his victory, he lost. Had he played by the rules and chanced a probable clear loss, he could have gotten a clear victory. One silver lining to this mess is that we know that the election laws need to be tightened to fairly decide a close victory. PCBs should be banned nationwide. Recounts must occur to a single uniform standard to the whole electorate, statewide for national and statewide races, the county for county races, and the whole district for a district race. And most important, a truely trusted non partisan (gauranteed neutral) election system (how to do this is the problem but, the current way leaves a lot to be desired). On these last things, we should be able to agree. This should be done in time for the next election. Pete
