I bet Iraq is doing the same thing they did earlier this year. It appears that some of their ports can load tankers faster than Iraq can deliver oil to the port. Last time they threw a political tantrum and claimed they would stop shipments. Reality was that their port tanks had run dry and they couldn't ship anyhow. When the tanks were refilled they graciously told the UN they would resume shipments.

This shipment stoppage could really hurt when it shows up in the numbers in February. Bush may well be forced into an emergency SPR release.
