ANY vote counted, whether for Gore or Bush is illegitimate until EVERY vote has been counted from our overseas military personnel.

Once all the military ballots were counted THEN we could ask what would make a manual recount legitimate. Several counties NEVER OPENED military ballots that lacked a postmark, had a domestic postmark or had a postmark after election day, a clear violation of FEDERAL LAW.

For a recount to be legitimate, the following also would be required:

1. Statewide counting with a uniform standard agreed upon by both candidates.
2. Counting just the "undervote" is obviously illegitimate because the machines may select more undervotes than they did in their certified count.

If BOISSE had followed the above rules in the contest phase of the election
1)there would have been plenty of time to set a standard
2)the only court decision would have been on the legitimacy of a partially punched ballot counting as an indication of voter intent. The Fla. supreme court obviously would have upheld any standard agreed by all parties.
3)there would have been plenty of time to do the recount
4)Bush would have won anyway.

That the voter succeeded in voting according to the directions on the ballot or at the polling place.

What would fit that definition? Definitely fully punched out chads. Maybe hanging chads, but not dimpled
or "pregnant" chads.
