Those 19,000 double punched ballots should be the first examined on any recount. A 5% sample would be ok, if randomly taken from anywhere in the pile. Like you I'm about 95% certain that Bush lost about 15,000 legal votes caused by tampering with the ballots. Someone must have been really busy. It wasn't a republican.
