Do you mean how will I know if a particular ballot has a hanging, or dimpled, or fully punched out chad, unless I examine it, or do you mean how do I know that my standard is a good one unless I examine the ballots.

If the first, I would say you don't know.

If the second I would say that the standard is what you apply when you look at the ballots to determine how it counts, so you know the standard before you examine all of the ballots. The main weakness of my proposed standard is that it isn't much of a standard at all. I said "maybe" for hanging chads, but you can't apply a maybe to a vote, it has to either be one of the candidates or not a vote.

I have voted absentee and corrected hanging chads on my wife's ballot. I never had a question that a puncture of some kind was intended as a vote. But I never would have even bothered to ask her about a dent in the ballot.
