What is it that you don't understand about two underlying rules: 1) all the votes need to be counted the same way in order to make them count equally; and 2) you can't change the rules after the game is over?

Gore could have asked for a full hand re-count of the WHOLE State of Florida and didn't. That is WINNING AT ANY COST. The low road cost him and now even HE KNOWS IT.
