U.S. and Canadian Certification Confirms Alcatel's Lead in Virtual
Private Network (VPN) Security
Alcatel's 7130 series of Secure VPN Gateways surpasses the industry's
strictest security standards

Paris, France and Kanata, Canada- December 14, 2000- Alcatel (Paris: CGEP.PA and
NYSE: ALA) today announced that both the National Institute of Standards and Technology
(NIST) in the U.S. and the Communications Security Establishment (CSE) in Canada have
certified the Alcatel suite of virtual private network (VPN) gateways as compliant with the
industry's strictest security requirements. Alcatel now offers the only complete VPN gateway
family (7130 series) certified to meet-- and exceed-- the strict Federal Information Processing
Standards (FIPS), having been granted both 140 Level 1 and Level 2 U.S. government security
compliance across its entire VPN gateway portfolio.

"Around the world, governments and industry leaders alike recognize the value
of a FIPS-certified VPN," said Tim Hember, Alcatel's VP of IP/VPN. "Customers are
demanding assurances that the VPN solution they select offers this level of
cryptographic and physical security. As the only company that can offer such
certified security across all its gateways, Alcatel is reaffirming its commitment
to service excellence and to strengthening our global position as the premier
VPN gateway supplier of choice."

Enterprise customers and carriers use secure VPNs, in lieu of costly leased lines, to carry
high-security Internet traffic between multiple locations. Alcatel's 7130 series of VPN products
serves as tamper-resistant gateways that secure site-to-site connectivity for intranets,
extranets and Internet remote access. Security protocols and processes built into the VPN
guarantee sender authentication, confidentiality, and system integrity.

Currently, the strictest security standards required in the industry are those dictated by the
United States government, which requires that its agencies install only secure VPNs that meet
FIPS 140-1.

Today, only Alcatel can offer an entire portfolio of VPN gateways that not only meet, but
actually surpass, this stringent standard. Each of Alcatel's four 7130 series' secure VPN
gateways has been granted overall Level 2 certification meaning that the entire product family
is both crytographically (Level 1) and physically secure (Level 2).

FIPS certification assures customers that an objective, accredited FIPS 140-1 lab has validated
that the product's cryptography is properly implemented across 11 different areas of security.
The product must also meet rigorous physical security standards. Following this validation,
certification is granted by the Computer Security Division of NIST for the U.S., and the CSE for
Canada-- the lead agencies in the advancement of Information Technology (IT) security for
American and Canadian government applications.

Well Len, Zbyslaw and all, the one thing you can't deny regarding ALA is that it's still up 33 some percent YTD. Hope it can hold these gains going into year-end.
